Sounds like you have a problem. There is always the possibility the sound chip is actually bad. In which case no amount of electronic tweaking will fix it.

Maybe you did this already, but open the device manager, find the sound card entry, and delete it.
Shut down the pc. Power on again. The idea being to have it re-discover the sound card. If it asks you about a driver, cancel installation. Finish booting. Run the file you downloaded and saved.
Don't know if that file does the installation or just unpacks. If it just unpacks, then remember where it upacked too, and go into device manager again. Find the soundcard entry and reinstall the driver manually. Choose to find the driver yourself. Navigate to the location it unpacked to, and choose the driver from there. When you're all done, shut down again then restart.
If that does not fix it, and you tried a few times already,(it sounds like), you should face probability that it's not going to work
