Without knowing which type of logitech keyboard it is, I'd suggest borrowing or buying another keyboard to see what the problem might be. The springs sometimes go bad, and it costs money to replace keys at retail prices, but sometimes it is easier to just swap keyboards, or takes keys from an identical keyboard. The keyboard should have no problem, but you need to look at the ipad's bluetooth and have it search for the KB. The KB will only attempt to connect for a few seconds, then you need to press the seek button again, or turn off/on to restart the search.

Is there an on/off switch under the KB? Maybe a Fn key combination will turn the KB on/off.

Usually there's a button atop or underneath the mouse that you press to have it search for the USB dongle. There might be one on the dongle too. Both probably need to be pressed within a few seconds so they can search out each other.

There's a power switch on the bottom of the keyboard. Other than that, I guess you could rotate the selector to a device you don't have paired to it. But that might make it flash a few minutes waiting to pair..
