use a digital muti-metre to test the Molex connections
should be 12volts, 5volts, and 3.5 volts for motherboard conns.

Most computer testing facilities will test your current power supply for free. A replacement is very inexpensive to replace. Bestbuy, MicroCenter, small computer shops and buy replacemnent from Amazon.com, newegg.com.. Just make sure you have the correct information for your replacement. The power supply is very inexpensive and can most likely be bought from any of your computer retailers, Amazon - Just make sure to confirm the right model type of power supply. It helps to remove the motherboard to go on power supply connector, and then turns it back on the system board

Will the monitor go into it's own config screen ? If not, it could be defective. You said it displayed a white screen so it is not likely that the brightness control is turned way down.Check that the monitor is connected correctly to the system. Try another monitor that is known to be good. Does the monitor work on another system, say a laptop or another desktop?Windows will boot up without a monitor and if you are running any servers on it, you can try to connect over your LAN. If the computer takes it's IP address from a local router, you can check the router status screens to see if the address is in use. If your referring to the lack of power. A 250 watts power supply is relatively old compared to the new power supplys on the market today. With technology booming these days more and more demand for power on desktops is needed to run more devices. An upgrade in power supply is fairly inexpensive these days and very easy to change. You can find one at any local electronics store. My suggestion would be to order online and get a much better price. Presuming you mean the Earthwatts 500:
Should work, though the Earthwatts has the 24 pin ATX instead of the 20-pin.

You just need to snap the 24-pin connector apart to make it work as a 20-pin. It can be snapped back together for future motherboards.

you should check the capacitor in the secondry side of the power supply,

if you have a 5V standby, look at the secondery side there is a defective capacitor you can change by a new.

Whom ever told you too: "Unplug the cpu while holding down the power button".

Is telling you something that can "seriously damage" your cpu and computer.

Or did you mean "PSU" if so there is a particular format to do a Power supply check.

Also many other things can cause the problems your having. Could be your motherboard too.

yes it should do provided your current psu is not a small mATX one. ATX power supplies are pretty generic. Make sure you get one that has enough connectors to suit your system, having said that, Considering it's an off the shelf PC I would guess most PSU's would have the right number and type of connections.

This is a link to troubleshooting power supplies for HPs. You still have a few steps to do to confirm but it appears your power supply is bad. I think they have you unplug the hard drives and take any cards but video out then unplug the power, wait for a while and then try again but if the light is still flashing the power supply is bad.

Your power supply is fried. I had the same problem with my Bestec ATX 250 power supply. I fixed the problem by installing the StatTech model: ATXPOWER250. It was easy to install and works well. The described problem might not be the Power Supply Unit, there are a number of different reasons that may cause this symptom. Consulting HP would be advisable.

Computer power supplys are modular replacement fixes. Better to replace the whole thing then try to repair.

Re-seat the video card and memory first,
if it continues to beep count the beeps 3 long ,3 short .etc
they mean a code.
if you have 2 sticks of memory try using one.

the mother board can have a short and the green light is on, replace the motherboard. when the power box goes bad, most of the time it shorts the mother board out, this has happened to me a few times. Farren
