Is the hydrostatic drive disengaged? On some mowers there is a lever on the hydrostatic drive you can flip to disengage so the mower can be pushed or towed. Other possibility is a broken hydrostatic drive belt.

sounds like your starter pawl is stripped. remove your starter and inspect the pawl (gear). also check your flywheel teeth for chipping. this is usually a replacement part. If your flywheel is good just change the pawl on the starter itself

This is a messy and dangerous job. Gasoline vapor can ignite and you need to be able to handle any fuel that is present. Then you need to remove the carb and tank assembly from the intake on the engine. You can then remove the tank from the carb. If you are using gasoline that has acohol in it, it may have ruined some of the seals and plastic parts like a float. You should order the repair kit from the maker. Then you can take all the parts off the carb and use a carb cleaner from any autoparts store that is either a spray or a soak. The spray means that you should use eye protection. When the unit has been cleaned then you need to put everything back on it. There are fuel adjustment screws that have to be reset after you take them out for cleaning.

need more info on where it leaks .that's an older mower it could be the oil pan or it could be the oil seal or it could be the pcv valve cover leaking or ?

Anything from fouled plug to bad gas, to carb issues.. take it to local repair shop.. should be minimal cost..

Jump start with cables until you replace alternator.
