Hi Lisa:
If it won't shut off then the ignition is on all the time.
If the start switch won't spin the starter, then the switch is not working.
Something happened to cause this problem.
Who did what to the wires? or
It did it all by itself in which case the switch needs to be replaced.
I would use a continuity meter to check the function of the switch and make sure the wires are correctly connected.

not much info but a start would be to see if you have the three basics. you need spark at the plug, fuel to the cylinder, and some compression on the cylinder. it will be one of these that your having problems with.

I am in the USA and have never seen one of these mowers before. However, a mower is a mower. That transmission is a hydrostatic, which means that you have a belt driving a transmission which converts the belt power to hydraulic energy for the drive system. You have a single foot pedal which engages the mower in both forwards and reverse. First, I would like for you to check the following. Please verify that if you have a transmission hydraulic oil level dipstick, verify the level is full. Never fill any fluids above the full mark.Next, check that the belt is secure on all pulleys from the engine to the transmission. Does it feel like it has good tension and not frayed or worn excessivly? Next, check to ensure that your foot pedal linkages are all connected and not bent. Use your hand to cycle the pedal and visualy verify that the action is actually transfered into the transmission. Make sure there's no binding or sticking. If that all seems fine, start the engine and attempt to go forward and reverse. Can you hear the transmission trying to work? Somewhere in that troubleshooting you should find your problem. Could be bad piston rings but first check your oil in the engine and if its too full this could cause burning oil. Check your air filter and if its clogged replace it as this will do it also.
Did you turn the mower on its side? this will do that. If it is all the time then check and make sure your oil level in the engine is where it should be. If that is not the problem you may have bad piston rings.
I had a mower come in the other day like that and I just happened to have a set of four higher wheels that was off another machine I tore apart I put them on and brought it up where it should be.
Is the belt worn or stretched? You may need a new one
Also make sure all the levers and rods that work the pulleys are oiled as a dirty and dry workings will not tighten properly.
Sounds like you battery is not up to snuff. Should get it checked out. I would start there first. If the battery is up where it should be you could have a bad starter.
Take the bowl off and clean it out really good and it sounds like your fuel jet is plugged. Engine won't run if its plugged. I take an air compressor and blow mine out and if there is still no air coming through it I take a fine wire and put through it. Don't wreck the hole or it won't work either. When you put the bowl back on make sure you install the gasket the right way.
