If it is Briggs & Stratton powered, your valve clearances are in dire need of adjustment. Sounds like a silly answer, but will almost certainly solve your problem.

you should take a picture of how the belt is on there now so you will know how to put it back on. check to see if the blades will spin freely with it not running of course. put your hand under it and spin the blade. if they don't spin you may have something wrapped around the spindles causing the blades not to spin causing the belt to smoke. if the belt is cracked or missing any chunks you may want to replace it. take a picture so you will remember how it goes back on.

Are you asking how to reset governor linkage to factory spec? If so, move governor arm in direction that opens throttle valve on carb wide open. Hold in this position. Loosen small nut on bottom of governor arm. With a needle nose pliers turn center arm that goes into engine in the same direction you turned governor arm to open throttle valve. Holding in position, now tighten nut on governor arm tight again. This is referred to as a static setting and is factory spec. Good luck!

Hi Richard,
I see I am late responding to this but I now live overseas and it is 6 am here. I note you have already taken the unit in for repair.
I ws just trying to sort out which spring and clip had departed from your mower knowing the original problem was that the baldes would not engage.
I think but am not positive that your talking about the spring that is item 26 this link:
http://www.partstree.com/parts/?lc=mtd&mn=13AL795T004+%282010%29&dn=769054030013
The clip maybe item 60????
You can look at other diagrams for your mower on this page:
http://www.partstree.com/parts/?lc=mtd&mn=13AL795T004+%282010%29 I looked at the PTO drive but did not see the spring or clip.

When you get it back from the shop could you respond post the location that they installed the spring and clip? Just has the curiousity factor way up here. Per your model number this mower is a 2010 unit and hopefully the problem you had is not one that will keep repeating for other owners.

Thanks and take care,
Kelly

Could be failing ignition module or needs valve lash adjustment... periodic requirement for BS OHV engines.

First check the safety switch under seat is working by bridging the gap.
Try the same with the safety switch on hand brake.
Check fuse hasn't blown.
Check spark plug is intact and cable is correctly fitted.
Check in line fuel filter.
Ensure battery is fully charged, a drop in output will result in not starting.
Hope this resolves the problem.

there should be a place right below the spool to either put a screwdriver or a wrench in and you will turn the spool like a nut to get it off
