Remote possibility the spark plug needs to be replaced. But it sounds more likely that the fuel system is the problem. Is the gas relatively fresh? The Carburetor may have gunk/dirt build up. Some will say not to use carburetor cleaner in these engines, but I have been cleaning out my small engine equipment when needed for many years. At times I've had to replace the gas in the tank first because it was too stale. Then with fresh gas, I put about 1/4 of can of carb cleaner in with the gas and run the engine. It may take awhile for the system to clean, so you have to just keep starting the engine and let it run for as long as it will, and try to take off the chock as it's running....

Sounds like you have done a good job of trouble shooting. You should check again and see if there is spark at the spark plug. If so great. If not you need to bypass the key switch and try again. Are you getting fuel, a dirty carb can look clean, the smallest spec of dirt can get in a jet and drive you crazy trying to find it. If you are getting fuel is it fresh? Old gas is one of the biggest causes of a no start situation,change your fuel. If these things pass you will need to check compression or even pull the muffler off and look for scoring on the piston and cylinder.if this is the case you ne to rebuild the engine.these are basic quick things to check and one of them will tell you what the problem is. good luck.

sound like you might have 2 problems. If auger doesn't engage in heavy snow you probably just have ice accumulation inside the impeller. Dont try to engage until impeller is cleared of snow (shut off and unplug spark plug before cleaning) Second if blades are spinning than you must have hit something in your path and broke the shear bolt (about 2 bucks at hardware shop) remove the old bolt and replace it and it should work again if this is the problem. Did you varify spark? How long was it sitting? if you have spark, may need to clean out carburetor float bowl. inspect it for sediment that could be clogging jets. clean carb. with todays gas containing 10% ethenol it really eats up the inside of fuel lines so may want to replace the fuel line if your mower is getting up there in age. If you have spark try spraying some WD40 into the spark plug hole , re insert plug and try to start. If it starts for a few seconds then you know its carb. good luck
