What oil do i use in the pump? The oil is milky

Well you can use direct recommended from Ace Hardware see link.

They recommend 250 hours, but i'd change more often, like you said when it's milky. If it begins to get water in the oil sooner, that indicates your piston to crankcase seal is beginning to leak.

My 3000 psi has no

The pressure valve is possibly stuck open. First of all try spraying some WD40 up the water inlet valve and leaving it for 30 mins or so. Then reconnect the hose and try again.
It is entirely possible that the seal on this valve is ukid or in other words breached. I had my own fail about 6 months ago and had it replaced as well as a full service for $150.00.

you can check for spark by unscrewing the spark plug , place the rubber boot back on the plug and have someone gently pull the starter rope while you hold the electrode of the plug so that it touches the engine block. make sure not to touch any part of the plug or you will get a shock! only hold the plug by the rubber boot! while a helper pulls the rope you should see a spark in the electrode of the plug if you have it grounded against the engine case. if you have spark then try spraying a little starter fluid in the spark plug hole or the air cleaner. either will work and should get it to fire if it has spark. if it starts and then shuts off, your carb is probably gunked up.

How much psi does a 3000psi power wash have when

James, That depends on where you measure it. Internally, on the outflow side of the pump it's pretty close to 3000 psi. It's probably just a few psi lower just before the spray nozzle. After it leaves the nozzle it has zero psi, but it has a LOT of velocity. The actual velocity depends mostly on the nozzle, but that too drops to zero if you measure it far enough away from the nozzle.
