Starter runs with key off
Only one thing can make it do that and that is a fused together faulty starter relay,follow the thick live red wire from the battery it will go to the relay that needs replacing.

Where is the freewheel lever on my kymco agility
It is positioned at the back of the mobility scooter. Low down on the actual motor there is a small red lever at the height of the wheel hubs. Usually just to the right of the centre, at about ankle height as you stand behind the scooter.
