These are the fuses, if you think the problem is a fuse. Not only check the fuse, use a test light and check voltage on fuse circuit.
Your owners manual should give the exact location of fuses in fuse box. If you don't have an owners manual you should be able to read one for free at, fleet.ford.com. If it doesn't have the owners manual for your vehicle, let us know.

I am guessing the way you wrote this that the switch moves but 4H is not activating. If this is the case, then check the fuses/breakers as described in your fuse/relay section of the manual. If these are good, then check the connections to the 4x4 motor on the txfer case. Sometimes the connection there gets corroded or damaged while 4wheeling.
Also, the vacuum operated ft wheels must have good vacuum to the front diff (you will see the vac line on the right side of the diff AS WELL AS the two vacuum switches on the passenger side, firewall under the hood. The fuses/relays/breakers are first to check. Then check the vacuum lines under the hood to the TWO electronically activated vacuum switches on the firewall. Lastly, check the vacuum line to the differential and the connection to the actual transfer case actuation motor..

Check all of your vacume lines. If it isn't a vacume line it is most likely the O2 sensor.

Checking the fuses is always a good thing, but I have seen a few cases where the vacuum solenoid on ( by ? ) the front pumpkin is the cause of this. Usually this is cracked and causing the truck not to lock into 4 hi or 4 lo.
The 4x4 indicator on the cluster will not illuminate until the motor has turned in the transfer case, and the front shaft locks in place.
Could be a few other things, but start with the fuses and the vacuum solenoid on the front.

Have you check your truck for the Cruise control recall that ford haves for this year of a truck. I own a 2001 Ford Expedition and they re-place a wiring harness on the top right of my Engine, close to the firewall. It have a fuse in line with it. The re-call stated that the cruise control can star a fire in the Engine if the wire's get to hot. So maybe your wire's already meted and are stopping the power from traveling to the unit.

There is a special sequence for that. Let me see if I can remember... Pull to a level surface, put the parking barake on, put the truck in neutral, shift to four-wheel drive, release the brake, shift to drive.
The computer waits for this sequence. It has been many years since I did this. If it doesnt work, call your dealer shop and they will tell you the correct sequence.
