Could be, but there are other things involved in the starting circuit that could be the problem . The park neutral safety switch ,start inhibit relay, open in the circuit some where ! You need a wiring diagram of the starting circuit , a DVOM - digital volt ohm meter an do some testing of the electrical circuit . Go to you tube an check out some videos on basic automotive electrical trouble shooting , how to read a wiring diagram , how to do voltage drop testing . You can research "Villager fuse box diagram" online and get the photos, the washers are on the same fuses as the wipers, number 8 for the front and 9 for the rear.
Yes, you have bad solder joints in the circuit borad on the relay in the front control head. There a 4 solder pins that needed to be resoldered. I posted a picture on this site or you can go to our Villager site and follow the directions.
I also repair them for $25 plus shipping. I send you a repaied heater control and then you send me yours back for the next person. You can do this. If not, let me know. I also have a shop manual & wiring diagram for $25. Factory manuals, not Haynes.
