How do I remove the headlight housing assembly for a 95 mercury sable wagon?

Then have clips on the back side that you have to spread apart and hold and then lift the side clip up and out of the adjusting screw.

My 2003 mercury sable will not start. it is not the battery. it makes a weird click click noise when key is turned in ignition. what could this be?

If you are sure it is not the battery then it has to be the starter. If it makes just one click when you turn the key then the noise you are hearing is the starter solenoid. This means the starter gear is engaging with the flywheel but the motor is no longer working and is not turning the engine over. I hope this helps!
