There is a fan relay, and an AC relay that both turn the fan on at certain times, including when the AC is on. a coolant temp sensor tells the computer (ECM) to turn on the fan but only when the engine reaches a certain temp. an electronic component locator can show you where these sensors and relays are located. they are not very expensive. your local auto parts store can look that up for you.

If the fan doesnt come on when ac is turned on, it is most likely a fan motor. take fan and housing off and run 2 jumper wires from battery to fan terminal. if it doesnt run then it is the motor. i have replaced 2 of these over the years. never a sensor.
Thanks for the feed back. I should have identified the blower fan in the interior AC/Heat is my problem. Since the blower and AC compressor are not turning on even though the temp control shows digital indicator changes, blower/fan indicator works however the car does not get cold or hot air blowing out and the compressor does not turn on. I am hoping it is all related to a ground.
