Ford Taurs 2002, when siting in park and idling it idles at 2000 rpms and then will go up to 3000 rpms. If I put it in drive it immeaditely drops to 700 rpms. When sitting at a stoplight or traffic light it will idle at 1500 rpms. If I drive for a 20 mins. with no stopping then come to a light it will idle at 700 rpms steady.

The mass air flow sensor, the throttle body and the idle air control motor need a good cleaning. Use a brush and brake clean everything except the Mass air flow sensor, just spray it down, both sides. After you clean it, it will take a few second to restart.
All the above is normal , except 2000rpm is a little high at idle . can be adjusted down to 1500rpm. the computer adjusts the engine speed . in drive the transmission loads up the engine idle drops to 1000rpm . in park engine unloaded rpm increase all normal.
white smoke can be water in the exhaust if you park with the rear end facing up hill it will store water in the cat and take a few miles to clean out. 2000 rpms is a bit fast. should be around 800-900 rpms. it could be a sticking idle control. take it off and give it a good clean out.
it sounds like a vacuum leak to me, my car had the same problem but when i changed the hose that connected the valve cover to the fuel injectors the rpms dropped back down to about 800 rpms
you have a bad temp sender,if this does not solve the rough idle than you have multiple issues and your idle control valve is not functioning properly try removing and cleaning it.its also referred to as IAC (intake air control)
