Glaze on the rotors or drums will do that with cheap brake pads or shoes. Take brake cleaner and clean all parts first then see what happens. If the same problem takes on again replace the pads or shoes and get the rotors or drums remachined
I have the same problem as you. I live in central wv so creek crossings happen to be a daily part of my commute to work. I have found that the best way to free your brake drum or rotors up when they are frozen is to use a hardwood dowel or brass rod and tap them with a small hammer working your way around the brake drum or rotor. Another proactive measure during extremely cold weather is to wait about 20 minutes after you park (either at home or wherever your destination is) then start up your vehicle and brake it loose before it freezes up solid. I have used a torchalso but what I have found is that the melted water tends to freeze up as soon as you park. Good luck.
