2003 PT Cruiser, turn signals work once in a while. when they stop blinking there is a squealing noise from in the dash.

There should be 6 relays in the fuse box. Using your manual, find the turn signal relay and replace it.

Check the fuses and connections that power up your dash board. Your car manual will tell you the location of the fuses and what is for what.

If your car's overheating, make sure you have enough coolant in the system. While you're under the hood look for disconnected wires near dash then check your fuse box for broken fuses. Please check your coolant, little to no coolant = a new engine ~$5000!

NEC Dash Programmer ECU Flasher

On the Multi Function Control Lever (Turn signal Switch lever) there should be a center section that will rotate to control the dash panel light brightness, and dome light.

if the noise is definitely coming from the tranny, you need to stop driving or get it to a shop before the tranny is completely destroyed. a rebuild is cheaper than a new one.

Could br the light switch is bad.

If it's on turning, it sounds like the power steering pump. Could also be your belts (power steering & and/or accessory) need changing
