It could be, but you need to do some trouble shooting to determine the issue. Is there power to the switches? is there power to the clock spring? Is there continuity through the clock spring? Determining where the issue is will save $$.
If the power steering pump were going bad you'd get a whining noise when turning at slow speeds. You'll also find it hard to turn the wheel. A slipping belt will give you the same indications. Now if the lock pin is engaging the lock plate while you're in motion that would indicate a loose pin.
TO REMOVE THE IGNITION SWITCH FIRST TURN OFF RADIO.AND DISABLE AIRBAGS BY DISCONNECTING NEGATIVE BATTERY CABLE WAITING 20 MINUTES UNTIL AIRBAGS DISCHARGE.TO REMOVE IGNITION SWITCH PLACE THE IGNITION KEY IN THE ACC POSITION. REMOVE THE STEERING WHEEL AND REMOVE THE STEERING COLUMN COVERS.DISCONNECT THE IGNTION SWITCH ELECTRICAL CONNECTORS.REMOVE THE SWITCH RETAINING SCREWS THEN PULL THE SWITCH FROM THE LOCK CYLINDER HOUSING.IF YOU TRYING TO REMOVE THE LOCK CYLINDER WITH LOCK CYLINDER IN ACC POSITION. USE A SMALL SCREW DRIVER OR PUNCH. DEPRESS THE LOCK CYLINDER RETAINING PIN THEN REMOVE LOCK CYLINDER. TO INSTALL NEW LOCK CYLINDER. DEPRESS THE RETAINING PIN AND GUIDE THE LOCK CYLINDER INTO THE HOUSING UNTIL THE RETAINING PIN EXTENDS ITSELF BACK INTO THE LOCATING HOLE IN THE HOUSING.
try this..turn the steering wheel as hard as you can until it locks(any direction)then put key in ignition and holding wheel over (anyway)turn key to start car.then when you park up turn wheel over 1/2 turn to park...should work...(toyota have an antitheft steering lock)the wheel will turn when steering lock is on.rather than break lock.please do not try to see if it works....only works once...and not in handbook...
Your steering column most likely is defective and you should be able to get this fixed under warranty. BMW discontinued this part in 2007. Its might go off if you put the key in the ignition and wait 5-10 minutes, but only maybe.
Wayneard is correct. with one hand on the ignition key try to turn the key towards start. With your other hand hold the steering wheel and turn slightly in either direction. This will take the locking pressure off the ignition cylinder. To prevent this from re-occuring be sure steering wheel is in a straight position before removing key from cylinder. Then be sure not to use steering wheel as a lifting point to get out of the car. If you do the wheel will move into a locked position, which is what you are experiencing now. Keep me posted
