This may not be a problem. Car manufacturers designed the air blower to run regardless if in the off position because this avoids exhaust fumes from building up inside the car. Thus, it is a safety feature. The fan will be blowing on a low speed. If this is not the case for you, it is most likely the fan speed switch that might be faulty.

SOURCE: THE A/C BLOWER MOTOR ONLY RUNS ON HIGH SPEED, THE

could be one of two problems either the switch for the fan motor or the motor itself u would need a 12volt test light to check ground one side light and touch the switch connector wires one by one until light comes on this is the main line then turn switch to the 1st speed u should get a light on another wire if switch is working repete for all speed selection if it works then the motor is bad

You have clean the blower unit , may be its dirty then . and then check the blower resistor unit for malfunction.

The blower for the heater is not working, were is it on a 1995 volkswagon jetta

Check the resistor for the motor speeds , it's usuall mounted in the vent ducting near the motor assy, 4-5 wires sometimes that look like a series of springs or similar ! ( governs the various speeds )

2005, Grand marquis, aircondition works on max or regular AC setting, but fan only works on the highest setting, will not work on slower fan speeds

this is a smiple repair, replace the blower motor resistor, this is what controls the lower speeds and is very common, the resistor is locate in the heater box next to the blower motor.

Aircondition fan motor changed running ok but little air through vents

Does it still sound like its on high? If so you could have your vents blocked/restricted or your blower is not blowing on high speed. Usually a blower resistor if not blowing at max or not blowing at all speeds

Car a/c heat blower stopped no warning

Check for a blown heater motor supply fuse,
Check operation of heater motor control relay,
Check operation of fan speed control switch,
Check heater motor speed control resistor pack (usually located in the heater ducting - in the air flow),
Check the heater motor runs if power directly applied to the motor- if not motor may be faulty.

A/C blower motor stays on low setting.

You need to replace the heat control reostat or relay. On Toyotas' it is behind the dash nest to the blower motor. This unit is held in place with two small screws and has wires and a plug on it. Pull it out it may look like it may have coils that go between

The airconditioning fan runs for a few seconds then quits. The rear operates fine.

Sounds like your blower motor has quit if it is inop on all levels. If high speed works and the other speeds do not, then its probally the rheastat or resistor pack
