The cable inside to relese the hood is broke the person i got the car off of had a wire hanging on the front of the hood to pop it i pulled it to pop the hood and it snapped i dont see the wire to relese the hood any where how do i pop the hood with out the cable?

Greg, the spring in latch release is weak or broken probably or it is still seized and lubricant still has to be worked into it. You can probably get a replacement fairly cheap at auto recyclers.

OK, if the cable is the part that broke AND it broke at the handle, then you can use a pliers or vise grip to grab the end and pull on it to pop the hood, if it broke somewhere inside the cable, then you will need some needle nosed pliers to reach under the hood and grab it there. if it broke off at the hood latch itself, then you will need to get/ make a hook or pushing rod to engage the mechanism directly to release the latch and then replace the cable the latch looks like this:

if there is no cable left to grab onto and pull inside the car you can get to it from under the car it is tough to do and in a tight spot, you have to reach the mechanism and pull it to release
if you can reach between the grill and you should be able to manually pop the hood moving the latch then check see if cable broke or came loose from the latch sounds like it broke
my Malibu has a very hard to pull latch also. only way is to crawl under front of car and follow the cable to where it ends and manually push or pull the latch and hood will pop.
This can be done. As they say the impossible just takes longer. If you are handy with tools go to a Salvage yard and find a twin car to see how it is built. You need the cable anyway and you can learn by taken one off a wreck. Check out the mount, and the striker to see how they come off.
You want to work underneath the car in the front. All of it depends on whether the latch is visible from the bottom. The cable is broken anyway and if you pulled out the cable from inside the car you will know how much is left in the housing. Now you have two choices-cut the cable under the hood to where it still has cable left inside-or try to jimmy the lock with a screwdriver from underneath.
If you can't reach or see what you are doing on your back- then go to a shop and put it on a lift. Sometimes being able to stand upright and reaching a part makes all the difference and you can put some light on the subject too.
I had the same problem with my hood. I had that handy wire hanging out of the front but it didn't want to release the hood. The cable was jammed and the hood had to be manually released via ratchet. After you can get the hood open maneuver the cable under the plastic piece where the hood meets the grill to stop this from happening again.
