The car starts and runs but none of the dash info works and windows wont go up and lights and blinkers dont work

When you turn on the key, a relay engages for a few seconds and heats up the glow plugs. It sounds like the relay is not passing current, which could indicate either corroded contacts, or a bad relay all together. I would guess the former since your panel light indicates the relay is functioning correctly. I would suggest replacing the relay, or possibly if you feel comfortable with it, disassemble the relay and clean the contacts.

That would most likely be the switch itself. Fairly common

The front radio control bezel has failed and needs to be replaced. You can unplug the ETACs ecu and plug it back in and it will wake the panel up, but it will only last a few hours before it happens again.
This is an emerging problem on 08+ Lancers and 07+ Outlanders
