The first thing to do is have is the radiator cap checked, if it's alright then check to see if the thermostat is opening. You will need to remove the thermostat housing to remove it. The temperature the thermostat is suppose to open at is stamp on it. Heat a pan of water a few degrees above what it is suppose to open at and put the thermostat in to see if it opens,

these functions (cooling fan and fuel pump) are controlled through the powertrain control module, this may be the problem, need to ask a few questions first about this car
1. has the electronic control system been tested for fault codes? if not have that done, the root cause may be there in a possible trouble code stored in memory, you will need the active engine running test and the key on engine off test done, any ford dealer can run these tests.
2. has the battery and starter been tested, the extra load of the cooling fan and fuel pump may be just enough to lower the battery voltage to the point the engine is hard to start, a defective starter can also create excess draw on the electrical system and create a hard start condition, I have been a Ford dealer technician for 30 years and this is how I would handle this job in the shop, a full diagnostic at a ford dealer is how this will get fixed, not any hit and miss guess work. Have the tests run, it is money well spent.

If you have the 6.0 ltr diesel, then check the bowl where the 2nd fuel filter is, see if there is fuel in the bowl, if not then either your fuel pump which is on the frame under the driver's side in the water seperator/ heater has gone bad, or your filters could be bad, or the fuse to the fuel pump or the pump shut off switch which is located on the side panel at your feet on the passengers side, there is a reset button, make sure it has not popped and press it down, hopefully this helps, I had the same prob.

If a starter is able to crank the engine but it won't start you usually have either an electrical or fuel problem. It's also remotely possibly that it's compression.
If an engine has proper fuel, spark and compression, it will start when you crank it. So your challange is to find out which part isn't working right. Start with fuel. Spray a little starting fluid into the air intake while someone tries to start the engine. If it starts briefly when you're spraying starting fluid, you probably have a fuel delivery problem. That could be injectors, fuel pump, fuel filter, relay, fuse... who knows what until you check into it.
If it doesn't start with starting fluid, check the spark. Pull a plug wire and attach it to a spare sparkplug and set the plug on a solid metal part of the engine. Have a helper crank the engine while you watch the plug. If you have a good spark, it might just be out of timing.
In any case, you'll need to start isolating the problem. Find out which part isn't working then you'll know what to replace/repair.
