I have brand new bulbs in the rear. The break lights hardly ever work and when they do they just flicker on and off.I think it is the switch but i don't know how to get to it or what i have to do.

The swich is located just above and in front of the pedal its self. volkswagon has a recall out for a lot of those brake light switches. The first thing I would do is call the dealer an see if your is onr that has been recalled. they will replace it for free if so.

Potential foundations for light issues in 2012 VW Jetta TDI: really look at wires, assess bulbs, wiring issues, flawed light/dimmer switches, control module, or battery. Counsel a repairman for precise finding and fixes.
If light is on all the time and not blinking take apart the turn signal on the side of car that the light is on . Both front anr rear remove the bulb and look for corrosion . TELL ME WHAT PROBLEM YOU HAVING.IF TURN SIGNAL LIGHTS DONT WORK YOU CHECK BULBS + SOCKETS AND THE FUSE.IF ALL OKAY PROBLEM IS IN FLASHER UNIT SWITCH OR LOOSE OPEN WIRE CONNECTION.IF EVERY THING CHECK OUT GOOD TURN SIGNAL SWITCH IS FAULTY.
I believe this car has a bulb with two fillaments for side and brake lights, it is unlikely that they are both burnt out at the same time but possible. It is more likely that the bulb holder or a ground connection is rusted or loose. The fuse generally covers all rear lights.
Get a set of new bulbs.
Remove lens by disconecting rotary knob retainer from the inside , remove old bulbs,
straighten spring clips in socket and aply di electric grease instal bulbs ,,,test.
