Recently replaced the fuel rail, fuel pump and fuel filter. Has injector pulse, has spark. Has fuel in the rail, but fuel pressure guage is reading zero
Are you sure the injectors are spraying if the pressure is zero ?
Have you checked the fuel pressure regulator ?
Are the spark plugs dry ?
Yes, the injectors are spraying. Hal the plugs are getting fuel fouled and half are getting fuel starved. Trying to find a regulator at the parts store, but just hoping or some different things to check that we haven't already thought about. The regulator is the obvious thing, but this whole car is a basket case nightmare!

As per the problem, which you mentioned it indicates problem with fuel pump, the fuel pump is not holding the pressure.To pump gas from fuel tank to the engine there should be pressure.But if fuel pump is worn out, then this pressure will be low or in some cases there is no pressure at all.Replacing the fuel pump should help.----------- ----------------- But there few more possibilities for this problem too, other that fuel pump and fuel filter, it can be problem with sensors, the o2 sensor.Clogged catalytic converter, problem in transmission assembly.Transmission fluid very dirty or very low transmission fluid.Also get this checked and see.To check if catalytic converter is the issue, you can try this.Remove the o2 sensor , unplug the o2 sensor then rev the engine and see.If it goes up to 2000 to 3000 RPM then its catalytic converter issue. But if same problem like before is there, then get the fuel pump replaced, get the fuel pressure checked.It can be checked at any local garage.If the fuel pressure is checked fine then in that case get other possibilities related to transmission checked.----------------- This should help.Thanks.Helpmech.

I had same problem in my 90 deville. Drove myself crazy, I replaced the sending unit in the tank with a new fuel pump. I also had to replace the fuel pressure regulator, which sits behind the rail system. It worked for me.

Also, all injectors are working. Lifted fuel rail from the intake and can see all injectors firing while cranking. All fuses and relays have been tested and working.
Just an update. It was the fuel pressure regulator. When we changed the fuel rail, the new one was an updated design. The new design also requires an update on the regulator we did not know about. It was allowing all the fuel pressure to by pass and return straight back to the fuel tank.
