How to Replace Citroen cx ignition lock
I can't say that I have ever done a Citroen, but most manufacturers use a twist off headed bolt as a security measure. You can usually get these to back out by using a sharp punch and small hammer to back them out.

I have a Citroen C3 Cachet and it has zero compression on all 4 cylinders.
Is the engine totalled or can it be fixed

Diesel or petrol?
If it has overheated in diesel too expensive - replace with 2nd hand motor
If petrol sometimes heads warp and can be replaced but pistons may need to be replaced as well.
If camshaft belt breaks it is rare to take out all cylinders, sounds more like severe overheating. if so pistons usually seize then let go but rings remain in grooves letting compression into sump and blows oil out extremities like timing case and rear main seal at gearbox . Can be tested by pouring 25mm of engine oil in cylinder then re-testing compression> if rings compression will increase. If valves the compression will not change. Good luck

Most likely one or more of the hydraulic spheres are malfunctioning or even leaking ( a common problem). You should have it checked by a citroen mechanic as it can easily cost you upto $600-1000 if they need to be replaced (normally after 100.000-120.000 kms). Check if the ride height adjustment works correctly. If I remember correctly it has 10 spheres (the Xantia Activa was the model with the max. of 11 spheres), if the system fails and you take the car for a drive it usually results in a bumpy drive, specifically when braking which jumps up the back end, something which normally doesn't occur as the system corrects it.
