Your laptop should have come with software to use your web cam. If you can't figure out where that is, your best bet is the forums on the manufacturer's web site.

You can also download and install 3rd party software that should be able to use your web cam. You can try this one:

toshiba laptops are good machines but more querky than others

Need start up disk that comes with web cam. Or go to web page specified needed to boot program.

Check from your device manager that webcam drivers are properly installed. also check that webcam is not disabled.

Insert firstly the disc that comes with your web cam and then it will prompt u to plug in your web cam and then u should be up and running fine

It is mainly on the top of the screen.

I would assume this is a built in web-cam. Normally a web-cam software comes installed on your computer and all you need to do start the software and the web-cam will start. Or you may use this link to get a free web-cam software. http://www.eyespyfx.com/my_webcam_broadcaster.htm
Note, if the web-cam is not a built in web-cam this will work a bit differently.

go to your control panel on your computer and to web cams and update the driver

Do a google search for the driver. Type in the name of the web cam and look for the driver in the web cam makers website. Download the driver form there. If you have any trouble come back and let me know and I will help you to get the specific driver.
