It said the remote device or resource won't accept

First , try this simple solution if it does not work , then surely the next one will work :
solution 1) go to internet explorer , tools, internet options, advanced, reset , ok .. then close internet explorer and reopen . if nothing happened then go to solution 2 .

solution 2) if you have any program for malware remove it completely , then if you have program for internet security ( such as avast ) also remove it completely ... restart your computer, it should access the internet sites .
then you can install again the internet security program BUT DONT INSTALL ANY MALWARE PROGRAM .
