I think that model had a problem with a clamp coming off the motor reinstall with a new clamp

Water Supply Problem

The dishwasher is connected to the hot water supply from the house. Check to be sure the household water supply valve is turned on. Over time, calcium deposits can build up in the water supply valve or in the small filter screen inside the water inlet valve. The water supply line may need to be removed from the water inlet valve of the dishwasher, then run some water into a bucket to see if there is enough pressure. Be certain to turn off the water before working on the water line.

This sounds like the water inlet is clogged or has failed. For avideo on testing this go to www.appliancehelponline.com/servicemanual.html it's a different model but the testing will be the same.

The humming sound you hear for the water is the sound of the solenoid trying to open with now success. You will need to replace the water valve. If you get the model number and go to www.sears.com and click parts direct it will have a place to enter the model number and order the water valve for your unit.

I recently bought two same model dishwashers. Both of them have the same problem. The water leak out of the machine because of the remaining water. I had my contractors come to look at it. They told me that the machines are defective.
The model should be be sold. I am going to have my exchanged to another model.

Trouble shooting GE dishwasher

Air gap is clean
Garbage disposal is clean
Dishwasher fills with water OK
Drain pump runs after a wait of several minutes and seems to run slow but drains most of the water out of the reservoir.
Dishwasher is not running the wash cycle (spraying water on dishes)

Have you tried cleaning out holes in top rotor, especially the end ones?
