It sounds like a firewall is blocking the connection. I assume you`re using Windows, so go to Control Panel > Windows Firewall and disable it.The next step is, if your not using a proxy. Open up your browser, if you`re using Firefox go Tools>Options > Advanced> Settings... (Connection) and make sure the 'No proxy' option is checked, restart your browser. For Chrome go to Options>Under the Hood>Change proxy settings (Network) a new window will come up from here you select LAN settings(Note: This will change the proxy settings for your whole system) and select automatic if it`s on manual. Finally disable your antivirus software just for a short amount of time, and try to browse the web, just to make sure that it`s not interfering with the connection.
