Sounds like a bad capacitor in set. If you are electronically inclined you can try getting schematics online and replace bad 'cap' otherwise you will need to take to a repair shop or replace set.

The T-con board controls the picture elements on the screen. Usually replacing this board will solve the problem. If you can touch the screen and the lines disappear and later reappear, that says the screen itself is defective. The only fix is to replace the entire screen.

This is a failure in the vertical amp section. One way to troubleshoot it is to get a can of freeze spray and use it on the suspect components. The other way is to inspect all the solder joints on the amp. Last would be to check voltages on the board. Since it does change with run time, it is being affected by heat.
Change input device to some other like a DVD player. Switch off TV, switch off power, remove plug and wait for 48 hours and retry. If problem persists, call in a qualified service technician.
This is either 1 of 2 things, first it could be faulty panel tabs , in this case, there is nothing you can do and is unrepairable....2) you could take the back off the tv and you will see 2 ribbons going from your t-con board to the panel tabs (top center of tv) remove them carefully and reseat them. You need to adjust Screen voltage (decease a bit) to disappear white lines on TV. If you want to do it yourself, let me know to help you further.
