You can either free up the key or you could just plug in a usb keyboard and try that. Be very careful when trying to free up the key they are fragile, did you spill anything on the keyboard. It might not be stuck just shorted out. Try the usb keyboard option first.
You've probably got the keyboard set to the wrong region: in the US and the UK the @ and " keys are swapped.
In Control Panel, Regional Settings, Language Settings, Keyboard you can change your keyboard to the right region.

Click Regional Settings
Set your Input Language to "English-US", to make the keyboard work "one-graphic-for-one-key-press".
I have had the same problem before. I found that setting the keyboard to U.S.english caused it on mine, so a good guess would be that you have done the same. Try switching the U.S./U.K. keyboard settings and that might be the solution. You will find in in the control panel,keyboard options. I hope this helps
if the keyboard is working fine with other pc's except this motherboard i suggest you to enter the Bios setup by pressing the F2 or Del key before the system boots and set the option Halt On in the Bios setup to----> All error ,but Keyboard
