Does these lines show up when you are in the menu? If so I would say that your logic board is defective. If the lines are not present in the menu you should look at replacing the main board. The good thing is, your panel is just fine.
Please uninstall the drivers of the webcam after removing the webcam. Now load the drivers and then run the software. Connect when the program prompts or after installation is complete.
If ther fault of the lines come on the screen it is a fault in the hardware of the webcam. If under warranty you can contact Logitech support for replacement.

Grainy images indicate a lack of good lighting. Low quality CMOS imaging devices often require a lot of light to give reasonable results. Try sitting facing a window with plenty of daylight coming through, or shine a bright light on the subject.
Since it works OK on one machine, it has to be the software or settings. Launch the Logitech toolbar onto your desktop during the problem time of day. Plug the webcam in and start it using the Quick Capture button ( 2 film frames picture ) With the cam running open the 'Settings' menu ( 2 gear wheel picture ) Return to default Run down the menu down the left hand side checking Anti flicker - right light etc for improvements If no improvement can be found - disconnect webcam - uninstall software - restart computer and download by going to the Logitech support website - identify your webcam - click on it and download software.
