Test all leads that attach to your hard drive including electrical extensions,IDE,SATA

the leads from your ((motherboard to your hard drive)) make sure they have a secure connection and are not faulty or just replace them there probably old and faulty

Go into the BIOS and check if the BIOS detects the hard disk. If not then most likely the hard disk has failed and the hard disk needs to be replaced then Windows needs to be installed on the new hard drive plus the Toshiba M115 device drivers and your programs/software.

Computer will not boot up. when i turn it on it goes to a toshiba screen and after a few minutes it goes to a screen that says something failed, i can't recall what right now, and does nothing.

It might not detect the Hard Disk, or the Hard Disk is faulty. Try check the Bios if Hard disk is detected, if not the Hard Disk is not attached or the Hard Disk is Faulty. Thanx

The Toshiba cannot find a boot disk, this problem could be caused by the BIOS could not detect the hard drive because has lost the configuration or the hard drive is faulty or the disk controller is faulty.
Check the BIOS configuration to see if it has detected the hard disk and some BIOS have a utility to test the hard disk, if this is available then run the hard disk test.
Another way to test the hard disk, remove the hard disk from the laptop and connect it to an USB hard drive adapter and plug it into a working computer's USB port. If this computer see it as and external hard drive and you can open the folders and files the the hard drive is OK and the fault is most likely the laptop's motherboard.
If the computer cannot detect or open the files on the external USB adapter then the hard drive is faulty. The hard drive needs to be replaced in the Toshiba and Windows installed to get the laptop working again.

Are you trying to install Windows or reinstall Windows?
The PXE-E61 POST error means the BIOS cannot detect the hard disk, either a faulty hard disk or a faulty disk controller.
Check the BIOS and see if it has detected the hard disk, some BIOS also have a hard disk diags, if so run it to test the hard drive.
My guess is that you have a faulty hard disk.

My toshiba laptop not on

Your laptop can be ON without hard disk but it will not boot anyway if the hard disk not installed.
You can enter the bios set up to check if the hard disk is not detecting or not working. or visit the nerest service center.
