Unit is GQ3RA-036K with H3HK010H-01B heat strip. I have checked continuity on the coils and the temperature switch both check fine. I have measure the voltage on the red and black wires connected to the...

you need to ohm out the heater elements. Its the ohm reading that will give you insight as to whether or not the coils are bad.

When ohming out the elements, be sure to tag and disconnect all electrical leads to the meter...otherwise you will get a false reading.

If the elements read OL, then they are bad. Also, check to see what the voltage is to the heaters. Ensure the voltage supplied corresponds with the unit dataplate.

I have 2.5TON heat pump that works fine in ac mode but does not heat only have heat in emergency .condenser fan does come on when heat is selected

the heat pump is either wired wrong on the low voltage side or the reversing valve is sticking. these need checked by a tech. if you are showing emergency heat then your thermostat is meant for a heat pump and that is also a good place for the tech to look to make sure it was wired properly from the start

Heat strips run continual even with t'stat disconnected. only way to shut them off is with breakers.

i just want to make the recommendation that you have a tech come and inspect this unit. for some reason it has line voltage to the heat strips at all time no switching. if your low voltage wiring were wrong and the sequencer had a constant 24 volts then it would do the same thing. the sequencer works by heating a metal strip to warp it into closing the circuit and it may be stuck.

I think that you have the right idea. The wiring is probably wrong. If you can trace the low voltage wires to the air handler. make sure that the Y1 wire on the t-stat is going to Y1 on the hair handler and then to the condenser. The Y2 wire should be going to Y2 on the air handler and probably does not continue out to the condenser. The Y2 should be going to the contacor that brings on your backup heat. It seems like Y1 and Y2 are reversed somewhere.

The thermal relay that controls the elements is probably welded shut. If elements come on and turn off with the a/c then something is wrong in the low voltage wiring. You will need an amp clamp meter to see which element(s) are running, check both wires going to each element as an element can break and short to ground causing it to run somewhat. Once you find what element(s) are running, trace the wires back to the sequencer. Check the bottom terminals on the sequencer for 24v. If you have 24v at sequencer, you have a problem with the low voltage wiring, if not then the sequencer has failed and must be replaced.
