High Voltage leak coming from anode button ,it nees to be resealed. TV contains around 20,000 volts up to 22,000 volts . Tube must be discharged in oder to correct problem .

This is the Famous 3 strikes and out for RCA's--it tries to come on 3 times and if fails shutdown occurs.
The high pitched sound may be a short or could be something arcing--if the sound comes from near the very front of set--could be the HV splitter this set has arcing.
Most likely noise is coming from the power supply.
You should be able to locate the source if the lower back panel is removed.
Try to keep light away while you are checking since the arcing could be occurring because of a failed solder joint at a point of fairly high power and this may even be visible.
buzzing noise is cause by small electrical arc inside the unit or a problem in your audio circuit.if you can open the unit up and check if its an electrical arc.
