If "Airplane Mode" is activated, this could happen, otherwise there's no other settings to deactivate or activate the offline mode with this Model. The "Airplane Mode" is under Settings, make sure it's Off.
You can also check the Network Setup under "Settings" and make sure "Automatic" is selected.
I would also recommend you to try with another sim card. If the same problem persists with another sim card, try resetting the phone "Master Reset". There are two options to reset your phone, 1. Master Reset and 2. Master Clear. Master Reset will reset every the phone settings to factory default while Master Clear will reset the phone as well as clear all the data from the phone and will restore everything as it was when you bought (as a new handset).
To do Master Reset, open "Settings" then "Initial Setup" and "Master Reset", you'll be asked to enter the security code, type in 1234 and proceed, if 1234 doesn't work, then use 000000 (6 zeros).
Note: if you have changed the code, you should use that.
Even resetting doesn't help, then there must be Network Problem with your phone, perhaps, the Network IC. In rare cases, Antenna causes this issue. Or sometimes it's related Software. All these are to be checked/done at Motorola Service Center or at local Mobile Repair Shops.
