You should buy a blu ray disc drive cleaning disc and try to clean it.

Go to the above link and select your model and download the firmware upgrade for your DVD drive.
and also scan your PC with malware removal tool Spybot www.filehippo.com/download_spybot_search_destroy/

check your drives manufacturer may be a need to update drivers or new firmware

windows should have the drivers for that ROM drive and if it won't load them the ROM drive is no good.

delete the upper and lower filters, or just download the microsoft fix it. (http://support.microsoft.com/kb/314060) 100% working

BlueRay discs require a BlueRay drive to be played. Will not play in a regular CD/DVD drive.

first reinstall the operating system and then you use either nero 6 or NTI CD? DVD maker

can you see your dvd drive in bios ?
if yes, can you see your dvd drive in windows explorer ?
if you can't see it in windows explorer, it's windows issue,
either you can reload the operating system or you can edit windows registry.
