Usually a system beeping is what's known as a post code- and can indicate a severe hardware problem. The likelyhood is you need to contact 1-800-456-3355 (dell technical support) since the research I've pulled up for a 3-3-3 beep code is "Motherboard has failed"

The meaning of the beep is as follows:

The ROM checksum value does not match the value encoded in the BIOS.

The cause of the beep is:

The BIOS ROM chip is bad. The system probably needs a new BIOS ROM chip.

Loud beep

Multiple beeps while starting up is most of the time a message for a defect in the hardware. Try taking out some parts, put 1 by 1 back in and after placing 1 part, try to start up first. Thats an easy way to find the part thats defect. Most of the time its a dying ram. If you want to test the ram first, you can use the program Memtest 86+

I get 7 short beeps at startup, No screen (black), and continues the cycle every 15 or so seconds until I turn it off. I've tried by AC and battery with no luck

Try reflashing the bios.

If it were a desktop computer, with a removable video-card, then re-seat the video-card.
But, since it's a netbook, the video-card is not removable.
So, about the only removable part is the RAM. Remove the RAM, and re-seat the RAM.

If all else fails, take it to a qualified technician for professional repair.

7 beep error message for dell inspiron mini 1018

For the Dell Inspiron Mini 1012 Netbook, 7 beeps indicates bad memory (system RAM). The memory will need to be replaced.
The RAM can be replaced using a small Phillips screwdriver and removing the back-plate on the bottom of the laptop. When you see the memory (sticks around 3 inches long), pull those out and put new ones in. Make sure it's the correct DDR2 memory.
