The dc output is inop (0vdc) and ac input is good (115vac), the model is PA-1650-02 and is used on an Acer Aspire laptop. Also the lite does not illuminate on the adapter.
Your adapter is dead. You will need to replace the adapter with a new one.

The 4 pin din connector on a Liteon AC adapter, PA-1181-02 firs neither a standard din nor a mini din connector. It's almost as if the pins are for a standard din and the shell is for a mini din.
Have you reversed the red and green, or red and black wires?
