It would be unlikely that a heater core - a/c blower would be running or supposed to run a 30amp fuse, a 10 amp would be sufficient for that curcuit, or it could overheat the wiring in a fault.
Trace the wiring back, check for power from the fuse and trace it down to the fan, to check the fan run power into it and see if it operates.
first check the heater fuse...then you want to unplug the fan motor lead and run it straight to the battery...if it works then you will need to check the resistor assembly..it is located on the heater housing right near the fan..it controls the different speeds for the fan and usually has 4-6 wires coming off it. If these don't fix the problem...try looking in the fuse/relay box both in the cab and under hood to see if you have a relay for the heater fan...as it may be defective
if it worked on some settings and not on others then the blower motor resister has gone bad. its mounted on the heater box near the fan about half way up the heater box. they are cheap and easy to change. give that a try first
Cooling fan is controlled by ECM But does have a sensor located under the upper radiator hose at cyclinder head.Yellow & Black wires also check the connector for corrosion, replace also if corroded!! Heater Fan Check for power & ground At blower motor under pass side of dash. One connector.
