This is a common issue to occur to LCD monitors when the LCD panel is faulty, there is trouble with an internal cable that connects the panel to the power source (or inverter) or sometimes the trouble lies with the plastic bezel surrounding the monitor. The plastic bezel is improperly applied or warped in some way due to excessive heat or simply over time and it may be pinching/pressing against the panel cause the screen to flex slightly and cause the lines to appear.
First, in the event that the LCD monitor is under the manufacturer's warranty or another form of coverage - such as an extended warranty - this should qualify for a replacement under warranty coverage.
If it is out of warranty or not covered in anyway, proceed with the steps below:
A. Plastic Bezel Flexing
Check the plastic bezel for flexing, the easiest method is to simply press down softly on the plastic nearest to where the lines are. Press down softly while slowly applying slight pressure on the area. Looking for any signs of the lines disappearing (or getting worse). If the pressure applied to too much, you could crack the underlying liquid crystal display so do take good care to patiently press down on the screen.
B. Internal Component Failure
Internal components such as an LCD cable or inverter board are much cheaper from $3-12 per component.
C. Faulty LCD Panel
In the event that the LCD panel is faulty, the only solution is to replace the faulty LCD panel which will cost from about $65-120 for the replacement part. Some online retailers, like eBay typically have panels for sale by other users at about $20-30 but bare in mind that these units are sold as-is with no warranty what so ever and usually have no guarantees as to if they will work and for how long.
Aside from that, there are some online services that offer repairs of damaged LCD panels. These services can usually be anywhere from $25-70 to correct the panel for a flat fee and warranty their work for 30-90 days, depending on the service provided.

Dell had a problem with horizontal lines in some of their monitors a little while back. I would try contacting Dell Tech Support to see if your monitor is one of the one effected. I think they were replacing the monitors that had the problem, but I'm not completely sure.
