Thank for your feedback, this will help out other people also, If you can, you should replaced all the caps in the secondary side DC filter caps, because more likely the other will fail soon, please make sure to use good caps with 105c rating and low ESR type.

Tv won't turn on

Most likly it is a problem in the power supply regulator circuit. pretty common for Toshiba TV sets. If you know about TV serviceing, first thing to replace would be the regulator IC as that is the problem 80% of the time. if that does not help then you will need a schematic to trace out the regulator circuit. Good Luck PS please dont forget to rate this thread.

TV starts but Does Not show picture or no sound

The Tic Tic sound is a result of the high voltage shutdown circuit. Thats what the circuit does if theres a short in the Highvoltage sweep. like maybe a shorted horizontal output transistor??. The only way to really tell is go in and measure the start up voltage and if the Hivoltage comes up and shuts down its a fault in the shutdown or Hhv regulation circuit . if it dosent come up at all then the faults in the Horizontal sweep circuit . Hope this explains a bit? good luck
