Transferring VHS-C tapes from a Panasonic NV-RX14B to my PC

Hello,

Our wedding was recorded on my parents' camera (Panasonic NV-RX14B), which is pretty dated and doesn't have a firewire connection, just a standard RF DC OUT - video, radio and audio. My PC has firewire and USB connections. Any idea how I can capture the contents of the tape onto my PC?

The tapes have been dubbed onto DVD, but when I captured them on Premiere the frame capture rate was very low - when the camera moved there were white streaks (!) - I'm guessing the quality of the DVD dubbing was poor - what do you think? If I can fix the DVD capture problem I won't have to bother with dubbing from the camera - but I've run out of ideas on both problems I'm afraid!
