I have bottom freezer whirlpool refrigator Modal NO. GB2SHDXPS AND SERIAL NO. ECS4601053, It is gaveing problem to the rerigator, freezer is ok upper part of the fridge is not working, Tech. from whirlpool has been diagonise three time same problem, but same problem comes again.

Many of frost-free fridges use fans to move a controlled amount of air into the upper or side cooling chamber, check for non-working fan or a stuck or malfunctioning damper control. Keith L.
Do you have a thin layer of ice in bottom of freezer? If so, its a clogged drain - drain located "behind" back wall in "freezer" side (bottom).
If not, may be a broken or leaky water line or water valve - best serviced by an appliance repair technician... GL

I believe your problem is caused by a leaking hose or fitting for the water dispenser
Pay close attention to items # 11 and 19 on the diagram labeled Refridgerator door parts
Try turning off the water supply to the dispenser and see if the problem is resoleved... if so you know thats where the problem is
your damper vent door that funnels cold air from the freezer to the refrigerator has probably iced up and frozen closed,its on the upper left wall behind a plastic grille,defrost it with a hand held hair dryer,then check for door vent movement when temps are adjusted
can you hear a humming sound coming from the back of the refrigerator, if so that means your compressor is running, if you are hearing a buzz or clicking sound your compressor is trying to start, you may need a compressor. Some whirlpools have a 5 year sealed system warranty that would cover the repair.
The freezer get the first crack at cooling and combination units have a fan and adjustable vents to steal some of the cooling capacity for the refrigerator.
The vent are normally located in the back of the refrigerator compartment and with these, you can balance the cooling capacity between freezer and fridge.
I recommend you swap your thermometer back and forth until you get the balance you want; typically the freezer should be at 5 degrees F or below and the fridge at 35-40 degrees F.
Adjusting the control for temperature and having the vents set to supply the cold air you want in each compartment should give you the range you want in each.
