The pump needs to be replaced. The pump controls the agitation for the wash cycle, also controls the tub for draining & spinning after the wash & rinse cycle. The belt has nothing to do with it. Pump is very simple to remove & replace, and not too expensive, it's plastic.
replace the carbon motor brushes and retry if it wont spin usually the water isnt taken out fast enought to satisfy the vaccume switch so its the pump the switch or an air lock
so empty the machine totally and expell all water from all hozes and check the waiste is aok for flow no jams your left with either the pump motor issues bits of b.a wires or the main motor brushes
sounds like the drain pump is not working,, remove the back panel from the machine and with a volt meter check for voltage at the pump when it is in the drain cycle. if you do have voltage then the pump is at fault. but if you don't have voltage then the problem could be at the controls.
it is not supposed to pump water unless it is in the spin cycle. On most topload washers the motor turns one way for the agitate cycle and then the motor reverses during the spin/rinse cycle which in turn reverses the pump and causes it to pump the water out.
If it did not pump at all I would say you had a bad pump. Try removing hoses and check for plug up. If there is no plug up, I would manually try to adjust the timer to see where in the cycle it does not pump. It could be a bad cycle timer.
