This is a problem known to Sony. They had a recall on the T3 because of it. They extended the recall, however, the extension ended in about March of '08. Some recall - You had to stumble on it at their web site to know about it!
I got my T3 repaired in May of '08, but had to pay shipping both ways to Laredo, the nearest Sony repair place. They insisted on insurance, so it cost almost as much as their flat fee repair of $121.
They fixed the camera, but it didn't focus as well after that. I didn't realize that 'til after their 30-day repair warranty period was up.
Here's their email, if you want to wrestle with them:

Recently I began getting "Turn power off and on again" message.
It's a common problem, but again, Sony offered no suggestions. They basically wanted $121 to fix it.
The FixYa site helped me "fix" it by flipping the lens cover open (down) with my finger when turning it on.
I am not buying any more Sony cameras, and will probably sell this one with a disclaimer. There are too many trouble-free high-spec cameras around to fool with Sony-baloney. They've gone too far downhill.
I'll probably get a Canon S90. It's almost the same size as the T3 and much higher-spec.
Hope this helps!
