Hi, If the shredder teeth / cutters arent moving, then there is most likely a broken/stripped gear or a gear with broken teeth.
If the cutters are moving, then look to see if there is something obstructing the entrance slot where you place the paper.

When motor is running, look to see if the cutters are turning. The cutters can be seen by looking into the throat of the shredder. If the cutters aren't moving, the gears may have been stripped and shredder needs to be repaired or replaced.

Some shredders aren't designed to shred anything more than paper. Credit cards, staples, paper clips and the like could have jammed it up. Try running the shredder in reverse and oiling the blades. More help with paper shredder oil here: http://hubpages.com/hub/Paper-Shredder-Oil

One of the drive gears has stripped its teeth, usually caused by overloading the machine. These are personal shredders and parts are not available in my experience.Sorry.
Can you actually see the cutter blades rotating? I have seen gears broken and you can hear the motor running but no blade movement. Remove the screws lift the top off carefully because their is a short ribbon cable connected to the main board and can easily be damaged. Of course unplug from power outlet first. Gears and motor can be puurchased.
The motor would always turn the cutters.
You likely have a broken chain or a loose gear on a shaft. If you hear the motor running and the cutters are not spinning something in the drive is broken. Likely the chain.
