It seems that the waste pad inside the printer needs to be replaced. And only a qualified service tech from epson can do it. Alternatively you can reset the counter for waste pad protection, meaning it will still work but the waste pad would still be needed to be replaced since it might be the end of it's capacity.
The lights continually flashing indicate a paper jam or the printer being out of ink. Check/clear any paper jam and verify the ink cartidge is set correctly.
This message refers to the waste ink pad in the printer, when this is'full' this message appears, You can reset this yourself by downloadingthe right software which you can download from here:
Reset your counter back to zero. But for some you must also check the waste bin status. Need disassembling this is to ensure ink will not overflow from your printer.

Could have a corrupt driver. Disconnect
the printer or at least be sure it is turned off. I'd do
both and when the CD software program asks you to connect the printer
to the USB port, do so and it should again work properly.

The C48 firmware counts the number f dribbles sent to a waste ink area somewhere in the printer. The printer dribbles every time it’s powered up and when the heads are cleaned. When the counter reaches 8300 the printer stops working.
A utility at http://www.ssclg.com/epsone.shtml will reset the ink counter to zero. Cycle the printer power that’s it! easy peasy. Take care though.. the ink thingy might overflow onto the carpet one day…..
NB. I don’t think that this utility runs under Vista.
