My water softner pumps water into salt container, but does not seem to be bringing the water back to container, because my water is leaving hard water spots, I notice water is staying in salt container about half full. Salt level is not going down.

don't fill it more than half, you want to see that the unit is consuming the salt, but filling it all the way sometimes leads to a hollow pathway in the dissolved salt under the pile, the water channels through the path and your softener will be sounding like it is working, but doing very little. Be aware that there are different types of salt depending on your water type... there are rust removers, etc... I don't see how importing salt from Finland is going to be much more efficient than buying the salt at ACE hardware- whatever floats your boat.
the salt water is what removes the calcium and lime from the other tank containing the compound zeolite that does the actual softning of the water the salt tank should have water in it drain some out pour in salt
depending on the salt system you are using, the amount of salt will vary. the owners manual should have a salt table with a recommended value. most salt systems will require somewhere close to a 3000 ppm level. to get this, you will need approximately 140 kg of salt. (65 lbs)
Solar salt is full of sediment and even stones at times. Al that white scum on top is the reaction between the salt and sediments in solar salt. All that sediment gets drawn into valve during brining and causes many problems. That stuff is cra***. Use either Dura cube or Hardi cube salt and you will not have this problem again. the unit number one needs to be reprogrammed by a professional only it is tricky and ck the motor in the unit this controls the valves turning and water direction control.
Replace water softner seals (Hoover spares reference: 91941698) as stated previously. Harraps were doing them for £6 each. The softner is accessed by removing the R/H panel and unscrewing the air break ring nut from inside the machine. They are not a standard size so oem o rings are recommended.
Get an aqua vac and suck out the water (with the dissolved detergent)from the salt container. Refill it with water and repeat the process couple of times.
Fill the container with water and salt and it should be fine.
