First - re-seat the hard disk and reboot the computer. If the computer does not boot up then reboot and go into the BIOS configuration to see if the BIOS detects the hard drive. If it doesn't detect the hard drive then it could be faulty. Then the hard drive needs to be replaced in the computer/laptop, Windows installed and the computer or laptop's device drivers plus your programs etc. to get a functioning computer/laptop again.
The main battery needs to be replaced, or the charging ciruit on the motherboard is not working, remove main battery get a stiff toothbrush and clean terminals in the laptop incuding the battery, if no change! check the device manager to see if battery is present, if no! reset bios to factory default.
Could be it needs the DC jack resoldered or replaced. (Sounds like its trying to start off dead battery).. These arent to bad to do compared to others weve repaired. Good luck!
You might also consider a power supply. Sometimes they don't die completely, you'll still get a little power from them, but they still need replaced. The motherboard would be the next option, then finally the CPU. CPU's rarely go out before the power supply and motherboard.
if you have problems with outages and surges, then the only way to protect electrical goods is by purchasing a surge protection socket extension.
But you should check that your power options in control panel are set that on the shutdown drop down list the pc lists shut down and does not say restart.
Also go into bios F2 or Del on boot up and look and see if time and date are correct, if not then the cmos battery needs changing (Cr2032 disc chaped on motheroard) then in advanced cmos settings, then look for 'ACPI', make sure this is enabled so as to support windows shutdown settings, then save settings and exit for a reboot.
