When I try to playback, I get a clipped image and sound. OR it defaults to a right away or after one second to a blinking display I've never seen before. C:31:23 with a yellow up arrow center screen.
The cassette cartridge sticks a tiny bit on removing. I think it's the red tape cover not retracting fully
Could these be associated?

Try this out it worked for most of them who had a similar problem like urs:
First remove ur batteries
then Gently tap it twice at the end of the camera to ur plam and it will work again.
just tap it very lightly against the bottom of the camera holding it
upright.
Allow it to cool for some time then put back the batteries..
If my trick doesn't work then ...
Also remove ur memory stick and try..
Symptom:
"C:31:22","C:31:23", or "C:31:42" may appear on the LCD display.
Cause:
The
FWD back tension value is too high due to grease sticking out of the
"Gear Assy, Gooseneck", adhering to the band of "TG2, Arm Assy" or
"Table Assy, Reel".
Solution:
Whenever replacing, simultaneously change the four parts described below.

I have VX2100 and recently had this error occur and the best safest fix
for this was to find the uptake reel the left white wheel when looking
into the tape dect and take a small item like a tooth pick and move
this wheel carfully around it will probly be slightly bound up either
on itself of the other crap behind it moving the wheel one revolution
around should free it up. the error code is indicating a bound
wheel...so fix with confidence its easy and it will save you a couple
hundred bucks
Just keep repeating my method two or three times i am sure it will fix ur problem..

I have cycled through this a few times. Power off power on, reset button at control panel, remove cassette, reinsert, forward rewind. Checking the uptake reel and manually turning it with a toothpick. The tape will play more consistently now, with fewer visits to the default code, but still clips the audio and image.
